Background
As we welcome more students and families, we are seeing that the growth within schools has been uneven. This has led to significant overcrowding in some schools and extra space in others.
As we consider the best ways to balance student enrolment in Peterborough City and County schools, we are inviting feedback from families, students and staff.
To support high quality learning experiences and opportunities for all students, we need to move students from overcrowded schools into schools that have space. This can be accomplished with changes to:
- school attendance boundaries,
- family of school groupings,
- grades/cohorts, and/or
- programs.

Thank you to everyone who participated in the first phase of the consultation, through the online survey, and/or by attending the community engagement meeting.ÌýÌý
Feedback from the first phase of accommodation planning this Spring was carefully reviewed, considered and weighed against the Guiding Principles that were established at the start of this process. Taking into consideration the initial feedback received, school board administration is now presenting two refined Accommodation Concepts for feedback.

The two proposed Accommodation Concepts below would be applicable to new student registrations within a school boundary, and/or for entire cohorts/grades of students, to be moved at natural transition times, such as entering into Grade 7 or Grade 9, depending on the adjustments needed at each school, and as detailed in the Concepts.

Beginning September 2025, English stream Grade 7 students (from R.F. Downey PS, Queen Mary PS and Edmison Heights PS) would attend a new Intermediate School at Queen Mary PS instead of Adam Scott.Ìý The students would attend Adam Scott CVI for secondary school. No changes for French Immersion students, who would continue to attend Adam Scott Intermediate and Adam Scott CVI.Ìý

Q. Why are these changes being proposed?
A. To support high quality programming for all schools, school boards need to balance enrolment between schools. Some schools have too many students compared to the size of the school building, while other schools have unused space. When a school has too many or too few students, school staffing and program offerings can be challenging.Ìý
School board administration has created thisÌýBackground Study with student enrolment, school space available, and existing attendance boundaries for all schools in Peterborough City and County.Ìý
Q. What type of adjustments are being considered to balance enrolment?
A. This planning process looks at four types of changes to move students from crowded schools into schools that have extra space:
1)ÌýÌýÌýÌýBoundary changesÌý– school boundaries determine which school students will attend, depending on their address. When boundaries are adjusted, some students will be directed to a different school.
2)ÌýÌýÌýÌýFamily of School grouping changesÌý– Family of school groupings determine which secondary school students will attend, based on their elementary school. When school groupings change, elementary schools may feed into different secondary schools.
3)ÌýÌýÌýÌýGrade or Cohort changes –ÌýTo address overcrowding in one school and extra space in another, one grade or several grades may be identified to attend a different school. For example, a crowded Kindergarten to Grade 8 school could become Kindergarten to Grade 6 instead.
4)ÌýÌýÌýÌýProgram changes – programs such as French Immersion, accommodate students from multiple schools. To balance student numbers, and meet student needs, the regional locations for French Immersion can be reviewed.
Q. What changes are being proposed?
A. The second round of proposed strategies are presented as Concepts A.1, and E. Different scenarios are being considered, with the ultimate goal of balancing enrolment and providing high quality learning conditions and opportunities for ALL students.Ìý

Following the consideration of initial concepts in spring 2024, consolidated feedback and a summary of the initial community engagement process was reviewed by administration. The accommodation concepts have been refined, informed by community feedback, and two concepts are being presented in September 2024.Ìý
Families will have an opportunity to provide feedback on the second round of concepts, though in-person meetings and an online survey.Ìý
After this second feedback opportunity, a final staff report will be brought to the Resource Committee for review and then presented to the Board of Trustees for final approval by the end of December 2024.Ìý
Q. When will the changes take effect?
A. The approved accommodation strategies will begin to be implemented in September 2025.
Once final decisions are made, transition plans will be developed to identify how changes will be phased in.
Q. Besides balancing enrolment, what else is important in this process?
A. We are inviting feedback from families and school communities. We recognize that change can be difficult, but the current situation is not sustainable. We have to make changes in order to balance enrolment in City and County schools. ÌýÌýÌýÌýÌýÌýÌýÌýÌý
In addition to proposing strategies that balance enrolment among schools, our priority is to provide high quality learning conditions and opportunities for ALL students.
Other guiding principles include creating long-term sustainable plans, maintaining walkable routes to schools, and maintaining or streamlining transportation routes.Ìý
Q. Can’t we just add more portables where they are needed?
A. Some school sites can’t accommodate additional portables, and there are sometimes significant infrastructure costs in setting up new portables (hydro, water, etc.). There is also limited availability for portables at this time.
Q. Can’t we just put additions on schools that are too full?
A. The province will not provide funding for new schools or additions unless existing school spaces nearby are fully used. School boards must use strategies to try and balance enrolment in local schools, before they will be approved for funding for additions or new schools.
A. The planning Concepts propose various Family of School changes at the secondary and intermediate level. These would be phased-in, beginning September 2025. These concepts do not propose moving existing intermediate and secondary students at this time, as a result of Family of School changes. New school registrations would attend the designated school as of September 2025.
Q. When will elementary boundary adjustments be implemented?
A. The approved accommodation strategies will begin to be implemented in September 2025.Ìý
Elementary boundary adjustments will apply to new student registrations only. Students already attending an elementary school, will not have to move schools because of boundary changes.Ìý
Grade/cohort changes apply to students entering that grade. For example, movement of all Grade 7 students from one school to another, will affect all students going into Grade 7 for September 2025.Ìý
A.Ìý Once final decisions are made, students will move to their new schools, as identified through the transition planning process timelines. Requests for students to attend a different school would be handled as a student transfer request, in accordance withÌýBA-7.1.2 Student TransfersÌýand would be reviewed on a case-by-case and space-available basis.
